KLFFE RESOLUTIONS

May 13, 2013 (Spring League Meeting)

1.) Should the buy-in be raised from $100 to $120?

Playoff participants not advancing to the Championship Game or finishing with the best overall regular season record were left out of our initial postseason purse. We now view this as an oversight. Additionally, the costs to successfully run the League have been made clear after one full year. $10/Manager of the proposed raised buy-in will be put toward admin. costs such as website maintenance, draft software & prep, trophy refurbishment and general time invested by League administration. The remaining buy-In will be put toward the other various proposed rewards to expand the payout structure as follows: $600 flat for the CHAMP, $250 flat for the RUNNER UP, $100 flat EACH for 3rd & 4th PLACE (i.e., playoff participants that do not advance), and a $50 BONUS FOR REGULAR SEASON TITLE (which will be added to any other flat postseason reward).

2.) Should transaction fee structure be adjusted?

The proposed adjustment to the transaction fee structure is as follows: the first 15 transactions are FREE. Each successive transaction costs $1/each, payable upon season’s end. The collected funds will be split between any outstanding admin. overages or will be saved for future use, i.e. draft/postseason banquet. (FYI: offseason transactions do not count toward transaction limits and are not taxable).

3.) Should the League be split into two 5-team Divisions?

Each of the 5 teams play their respective division opponents twice, totaling 8 games. The remaining 6 games will be played against teams from the other division— 1 game each for 4 teams, and 2 games against the 5th. The top 2 teams in each division will advance to the playoffs and play one another in the 1st round— a “Division Championship Game”. The winner of each Division Championship Game will then square off in King Bowl II. The purpose is to add intrigue and drama to the regular season as well as foster more competitive division rivalries across several years.

Second part— What are the tie breakers for Division Standings: points system or Division & head to head records?

4.) Should the League enforce franchise specific names?

The proposed plan is for “permanent” team names in the traditional fashion: CITY + MASCOT. Examples of this type from this past season include the Cleveland Coyotes & NY G-Man. This issue has been proposed in the interest of limiting confusion and streamlining our League’s identity.

4.1a) Should the League enforce permanent franchise specific names?

(This issue has been proposed in the interest of limiting confusion and streamlining our League’s identity.)

4.1b) If yes, should the names be restricted to the formula of "CITY + MASCOT" (ie, Cleveland Coyotes) or no restriction?

6 vote in favor, 4 opposed — PASSED

*Note that by "CITY" it is not required to be an actual city: Any homebase location would be acceptable such as a nation, planet, fictional locale (Tatooine, Mordor, etc) or even a descriptor like Sielschott Manor, etc.

5.) Should playoff teams be awarded a 6th Keeper?

Keeping in mind that qualifying for the postseason in year 1 did not guarantee a share in the playoff purse and we are proposing a system change, should playoff teams be allowed to hold a 6th Keeper? The purpose would be to reward more shrewd Managers for assembling better rosters in the same way that better draft position assists Managers with poor records. Incentive for striving for the postseason would be increased.

6.) Should Keeper list be expanded from 5 to 6 for all teams? *

The current Keeper limit for our League is 5 roster players for each franchise. Typically, Keeper Leagues are either Dynasty format— where complete rosters including developmental taxi squads are kept from season to season— or the limit on the low end of the spectrum is 6 roster players decided at a given time much like our League.

7 vote in favor of 6 keepers, 3 in favor of 7 keepers — 6 Keepers for 2014 have PASSED

It has been our contention from the start that we would gradually increase the number of Keepers from year to year until we either reached a full-on Dynasty format or a number with which we were all comfortable. We will likely vote each year to increase the Keeper limit, the proposed numbers being based upon discussion throughout the year.

BLIND BIDDING WAIVERS TUTORIAL

The Blind Bidding Waivers system is more or less the same as a standard waiver system with one exception: a $ amount must be added to each waiver bid. These are the general rules:

1.) There is no limit to the number of add/drops per waiver period. If an add would cause your roster to go over the Active limit, then a rostered player must be dropped.

2.) The minimum bid is $1. Each bid must be made in increments of $0.50.

3.) In the event of a tie, the earliest submitted bid wins and that team is awarded the player.

4.) Active roster size will be limited to 25 until 9/9. Thereafter, the active roster must be cut to 18.

5.) Blind Bidding Waivers will run through all 16 weeks, including the Postseason, between 1pm Sunday and 10am Tuesday (when bids are awarded) and 8pm Thursday to 10am Friday (when bids are awarded).

6.) First Come First Serve Free Agency will be active from 10am Tuesday to 8pm Thursday, and 10am Friday to 1pm Sunday every week.

2. The Blind Bidding page has 3 separate items to consider: PLAYER TO ADD, BID AMOUNT ($) and PLAYER TO DROP. Note--- you do not need to drop a player for offseason Blind Bidding. Roster limits will not be enforced until September 9, at which point your active roster cannot exceed 18 players.

 

3. Select a PLAYER TO ADD from the first drop down box.

 

4. Enter a BID AMOUNT ($).

 

5. Select a PLAYER TO DROP from the second drop down box.

 

6. Click the Add to List> button. You can also delete bids by highlighting a bid and clicking the < Remove from List button or change the priority of multiple bids by clicking the Move Up or Move Down buttons on the right. Remember to click the Save Bids button before exiting.

 

7. The bids you've placed will appear in priority order below MY PENDING BLIND BIDS on the front page.

PROPOSED EXPANSION DRAFT 2018 OUTLINE

 

****THIS PROPOSAL IS NOT SET IN STONE BUT ONLY SERVES AS A SUGGESTED OUTLINE. We will decide as a League over the course of the next year the exact nature of League Expansion. Additionally, we will not expand until two quality Managers are located and vetted.****

1. The two expansion franchises will hold the top two picks in each round of the Rookie Draft.

2. A lottery will be held to determine draft order for each of the two expansion franchises--- the lottery winner will elect to select 1st overall in either the Rookie Draft or the Expansion Draft. The other expansion franchise will receive the 1st overall pick in whichever Draft isn’t selected. The two expansion franchises will “snake” their picks in each draft (1.01, 2.02, 3.01, 4.02, etc).

For example: if TEAM A wins the Draft Lottery and elects to select 1st in the Rookie Draft, TEAM B will select 1st in the Expansion Draft. The Expansion Draft will be held prior to the Rookie Draft.

3. Each existing franchise will rank each player on their rosters Players ranked 1-7 will be reserved in the protected player pool known as TIER A. TIER A players cannot be selected in the Expansion Draft.

4. Players ranked 8-12 are known as TIER B; players ranked 13-16 as TIER C; players ranked 17 and beyond as TIER D. Each existing franchise will only lose one player from each TIER--- once a player is selected from that TIER the remaining players join the protected players in TIER A.

5. The Expansion Draft will continue until at least one player is selected from each of TIERs B-D and each Expansion Franchise has a roster of 15 players.
